Iowa Decreases Unemployment Rates, but Raises Wage Base for 2012

Iowa Workforce Development has announced that the 2012 unemployment rates will be based on Table 4; 2011 rates are based on Table 3. As a result, employers will see approximately $96 million in tax savings and the average rate will fall from 2.8% in 2011 to 2.4% in 2012.

According to Director Teresa Wahlert, “Most states across the country are experiencing significant increases in their tax rates in order to repay the federal government for loans. Due to successful management of our Unemployment Insurance Trust Fund, Iowa did not borrow from the federal government and is reducing the burden on employers.”

Wage Base Will Increase in 2012

In addition, the taxable wage base for 2012 has been announced. The wage base will increase to $25,300 for 2012, up from $24,700 for 2011. Consequently, some employers will see contributions to the fund increase even with the lower rates based on the higher wage base.

Iowa to Require Child Support Payments by EFT

The Iowa Department of Human Services has amended Chapter 97, “Collection Services Center,” Iowa Administrative Code to require submission of child support payments by means of electronic funds transfer (EFT) no later than June 30, 2015, unless an exemption applies.

Phased-in Implementation Schedule for EFT

The schedule for implementation is based on the number of employees and is as follows:

  • Employers with 1000 or more employees must be compliant by December 31, 2011,
  • Employers with 500 or more employees must be compliant by December 31, 2012,
  • Employers with 200 or more employees must be compliant by December 31, 2013,
  • Employers with 100 or more employees with an agent for payroll processing must be compliant by December 31, 2013.

Iowa Workforce Development has announced that the 2011 unemployment rates will be based on Table 3; 2010 rates are based on Table 4. This move to higher rates is required to maintain the solvency of the Trust Fund used to provide unemployment benefits.

Director Elisabeth Buck Comments on the Increase

According to Director Elisabeth Buck, “Iowa Workforce Development is committed to maintaining the solvency of the Trust Fund while minimizing the effects felt by Iowa employers. The Department is continually working with Iowans receiving unemployment benefits to increase their skill sets and reduce barriers individuals may have for returning to work.”

Iowa Taxpayers Receive Extensions for Filing Payroll and Other Tax Returns
Due to the damage caused by the severe storms, flooding and tornadoes in Iowa on June 1, 2010, President Barack Obama declared the following counties a federal disaster area: Black Hawk, Cherokee, Clayton, Decatur, Delaware, Dubuque, Fayette, Franklin, Hamilton, Howard, Humboldt, Ida, Jackson, Jasper, Jones, Kossuth, Lee, Lucas, Lyon, Mahaska, Marion, O’Brien, Osceola, Polk, Ringgold, Sioux, Story, Taylor, Union, Warren, Webster and Wright. Therefore, the Internal Revenue Service (IRS) announced recently that it will waive failure to deposit penalties for employment and excise taxes due after May 31, 2010 and before June 17, 2010 as long as the deposits were made by June 16, 2010. In addition, affected taxpayers had until August 2, 2010 to file most tax returns. Iowa to Discontinue Use of Magnetic Media for Unemployment Insurance Filings

Effective February 26, 2010, Iowa Workforce Development will no longer accept magnetic media (CDs or diskettes) for filing unemployment insurance data. Any magnetic media submitted after February 26, 2010 will not be processed. The options for employers required to file quarterly reports in 2010 are the following:

  1. Manual Entry – Login to your online tax account and enter your wage information.
  2. File Import – Login to your online tax account and upload a comma-delimited (.csv) file with your wage information. Comma-delimited files can be created using a spreadsheet program, such as Microsoft Excel. If you currently use this method to file quarterly reports on UITS, the format for CSV files for myIowaUI will be slightly different from what is currently required.
  3. Secure File Transfer – Send your wage information electronically to a secure server; this information will include the report, wage information and payment. The XML format is based on TIGERS FSET Version 2.1.

Iowa Announces Withholding Tables to Remain Unchanged for 2010

Firm Assessed Over $10 Million in Back Wages and Wage and Hour Penalties

David Neil, Commissioner of the Iowa Division of Labor Services (DLS), announced recently that the DLS has assessed fines of $9,988,200 and back wages of approximately $265,000 against Agriprocessors, Inc. The violations allegedly occurred during the period from January 1, 2006 to June 30, 2008. The fines were $339,700 for illegal deductions of “sales tax/miscellaneous”, $9,643,600 for illegal deductions for frocks, and $4,900 for shorting paychecks. A total of $264,786.45 was allegedly illegally deducted from employees resulting in the back wages claim. Agriprocessors, Inc. has thirty days to contest the penalties before they become final. Vision Payroll strongly recommends consulting with your labor law attorney to ensure all wage deductions are done properly.

Iowa Unemployment Rates Will Not Change for 2009

Iowa Workforce Development, the state agency that oversees unemployment insurance announced unchanged rates for 2009. It will be the sixth consecutive year without an increase. Director Elisabeth Buck noted, “The State of Iowa has our commitment to carefully manage the trust fund in the coming year to continue this beneficial trend for Iowa businesses. Iowa has one of the lowest UI tax rates in the nation.
